An AtWork Group franchise connects employers with workers through a locally operated staffing business. The appeal for a prospective owner is the combination of relationship-driven work, recruiting and access to a defined operating system. The March 31, 2026 FDD describes two distinct formats, Personnel and Professional, whose services and responsibilities should be evaluated separately.
Two staffing formats
AtWork Franchise, Inc. identifies itself as a Tennessee corporation incorporated April 20, 1992, with franchising beginning at that time. Its Personnel business centers on temporary clerical and light-industrial staffing, with a non-exclusive right to make full-time placements in the protected territory.
The Professional format, newly offered as of the 2026 FDD’s issuance, covers contract and project-based professional workers, including designated fields such as information technology, engineering and healthcare, as well as executive direct hires. The two formats use different addenda to the franchise agreement. The longer history of Personnel operations should not be treated as an operating track record for the new Professional offering.
Office and management expectations
For Personnel, Item 11 describes an approved office generally between 1,000 and 1,250 square feet unless otherwise approved. For Professional, the FDD permits and expects operation from the owner’s residence; an outside office is an alternative. Franchisees are responsible for securing their premises, and the franchisor does not negotiate the lease for them.
Item 15 requires a business entity and an operating partner with at least 51% ownership and voting power. If that partner does not supervise the business full time, a trained manager must do so. These requirements make management capacity a central part of evaluating ownership.
Training before opening
The FDD’s Item 11 describes assigned eLearning, virtual webinars, a phased Launch Program and Foundation Learning. Both formats list an owner eLearning and budgeting curriculum totaling 32 hours 45 minutes to 33 hours 45 minutes. The virtual Launch Program differs: 15 hours 30 minutes for Personnel and 13 hours 50 minutes for Professional.
Both formats list 32 hours of Foundation Learning across five days at the corporate office in Knoxville, Tennessee. Subjects include branch performance tools, business development, operations, sales and assignments, payroll and opening action plans. Required participants must complete the applicable training satisfactorily before operation, and the franchisor may change delivery and content.
Franchisees pay travel and living expenses associated with in-person training, including employee wages and other specified costs. When assessing the opening schedule, account for hiring, training completion, office arrangements and insurance rather than assuming a two-day introduction covers the full program.
Payroll and administrative support have defined limits
Item 11 describes processing payroll for assigned temporary workers of Personnel businesses and employer-of-record services for assigned temporary workers of Professional businesses. It expressly excludes payroll processing for the staffing business’s internal employees.
The employer responsibilities also differ. Under Items 15–16, Personnel franchisees are generally employer of record for their assigned workers and internal staff, subject to the franchisor’s stated right to change the assigned-worker arrangement. For Professional, the franchisor is employer of record for assigned temporary workers, while the franchisee remains employer of record for internal staff.
AtWork transmits client invoices and collects payments, then remits the franchisee’s balance after applicable deductions and offsets. This support does not eliminate the need to understand settlement timing, charges, reserves and employer obligations. Ask for a worked example of an invoice and settlement for the format you are considering.
Ongoing learning and local business development
AtWork provides electronic operating-manual access and describes employee learning resources, additional training and owner meetings. Attendance requirements and expenses apply. The franchisee remains responsible for ensuring employees complete required training and for developing customer relationships within the system’s rules.
A useful local plan should address both sides of staffing: employers with suitable assignments and candidates who can fill them. Discuss recruiting, customer approval, repeat assignments and seasonal demand with existing owners. A national brand does not establish a ready-made pool of paying customers for a new office.
Assessing the fit before investing
Item 10 states that the franchisor does not offer direct or indirect financing or guarantee a franchisee’s obligations. Any outside funding proposal should be evaluated on its own terms. Review startup costs, working capital, ongoing charges and your own living expenses with appropriate advisers.
Start with our AtWork Group profile, then compare the exact format, management commitment and support obligations in the current agreement. Ask owners how they build employer relationships, manage recruiting workloads and respond when clients’ staffing needs change. Those operating details are more useful than unsupported rankings or promises of financial freedom.
