Express Employment Professionals Franchise: Staffing and Owner Responsibilities

Jul 25, 2024 | 0 comments

An Express Employment Professionals franchise connects employers with job seekers through staffing and recruiting services. The model suits buyers interested in business-to-business sales, candidate relationships and managing a local office. Express Services, Inc.’s March 27, 2026 Franchise Disclosure Document distinguishes core, professional and healthcare occupations; the services an owner may offer depend on the agreements signed.

Brand history and staffing services

Express Services, Inc. was incorporated in 1983 and began offering franchises in January 1985. Its franchise offerings use the Express Employment Professionals, Specialized Recruiting Group and Express Healthcare Staffing brands. Services can include temporary and contract staffing, evaluation hire, temp-to-hire, longer-term staffing and direct-hire recruiting, subject to the applicable occupations addendum.

Item 20 reports 765 U.S. outlets at year-end 2025, including branch offices: 758 franchised and seven company-owned. These U.S. figures should not be treated as a worldwide location count.

What an Express franchise owner does

Item 15 requires active involvement in daily operations and an on-premises supervisor. For an entity-owned franchise, that supervisor must hold at least 51% equity. The disclosed minimum internal staffing includes a sales representative, staffing consultant and front office coordinator. Owners develop employer relationships, manage the office and implement the franchise’s operating programs.

Franchisees are responsible for identifying premises suitable for candidate interviews and meetings with clients and the public. The franchisor supplies specifications and operational guidance, but Item 11 does not promise site selection, lease negotiation or construction assistance.

Training and operational support

Initial training covers sales, business management, financial controls, advertising, quality standards and owner administration. The program combines classroom or virtual instruction with office or field training. Express pays flights and lodging for up to two people attending designated classroom training in Oklahoma City or Tualatin; meals, incidentals and changes to travel plans remain the attendee’s responsibility.

Continuing support includes operational advice, an assistance center, manuals and applicable recruiting and assessment software. Item 11 provides for a corporate representative’s visit within the first 30 days, at least one additional visit in the first year, and subsequent assistance visits under the stated terms. One annual visit may be replaced with a video or computer conference.

Except for opt-out franchisees, Express administers accounting and bookkeeping records for associate payroll, billing, receivables and payroll taxes. Marketing materials and campaigns may also be provided. Owners retain responsibility for their internal hiring decisions and required staffing.

Understanding the financial performance disclosures

The 2026 FDD reports historical sales by defined groups of franchise units. In Item 19, Table 1B, nine units that opened in fiscal 2023, 2024 or 2025, remained operating on December 28, 2025 and had at least 24 months of operations reported average sales of $3,026,212.75 over their first 24 months. The median was $2,789,920.91; four of nine units, or 44.44%, equaled or exceeded the average. This is a two-year period, not annual income.

For fiscal 2025, Table 2 reports average annual sales of $5,342,686 and median annual sales of $4,043,021 for 526 surveyed franchise units open at least 24 months and operating at year-end. Of those units, 173, or 32.9%, met or exceeded average sales. Sales are not owner profit: expenses and contractual deductions reduce the amount available to an owner. These historical results do not predict a new franchise’s performance.

Bridge to Ownership and next steps

The Bridge to Ownership program is intended for qualified staffing industry employees. Item 5 describes experience requirements of at least five years in staffing or three years as an Express employee, along with other qualifications. Participation and financing are subject to approval and the terms in Item 10; financing is not an automatic benefit for every buyer.
